California Governor Gavin Newsom, in an executive order in March 2020, empowered the state to use hotels and motels to mitigate the spread of COVID-19. The order helps identify 15,000 rooms across the state to provide temporary housing for vulnerable individuals, many of whom have no other way to self-isolate. Rooms are reserved for individuals such as homeless people and medical personnel who, due to consistent proximity to others, are at higher risk of infection and spread. As of April 18, 2020, 10,974 hotel rooms had been procured and 4,200 individuals had been isolated.
