While seven states--Arkansas, Iowa, Nebraska, North Dakota, South Dakota, Utah, and Wyoming--didn't issue complete stay-at-home orders during March and April, they did take measures that slowed many aspects of the economy and everyday life.
On April 6, for instance, South Dakota suspended in-person schooling for the rest of the year. The state only imposed a formal stay-at-home order in two counties, and only for people over 65 and other vulnerable individuals. The state encouraged measures that many other states required: telecommuting, restrictions on gatherings and travel, and modified operations for businesses like restaurants and gyms in order to maintain social distancing.
