Joe Biden's “buy American” policies include promises to spend an additional $700 billion through government purchases and support for research and development. Biden's plans also include expanding ways for smaller U.S. companies to compete for government business.

The Trump Administration during its first term has also embraced the idea, focusing less on increasing spending and more on how existing funds are spent. A series of orders have adjusted procurement guidelines under the original "Buy American" law enacted in 1933. Lawyers analyzing the orders say the rule-making process required will take time to have impact, but that changes could be consequential.
