The scheme involved collecting signatures for ballot initiatives and voter registration forms by offering homeless people in downtown Los Angeles either $1 bills or cigarettes. According to the Los Angeles County District Attorney, the group collected hundreds of falsified signatures, although no information was released on the specific ballot initiatives. Eight other people allegedly involved face felony charges of voter fraud and use of false names on a petition.
