Did the mayor of Los Angeles announce police budget cuts the same week the city recorded a spike in violent crime?

On June 3 Los Angeles Mayor Eric Garcetti announced plans to reduce funding for the city's police department.

On June 9, the city's police department tweeted during the week ending June 6 homicides increased 250% from the week before with shooting victims up 56%. The city's most recent published set of more complete crime statistics, also as of June 6, says that homicides are up 5.5% year-to-date, to 115 from 109, while the number of shooting victims is down 9.8%.
